McCloud River Railroad
MR #39 Preliminary Specifications



The three SD38s the McCloud River purchased new in 1969 proved nearly ideal to the railroad's needs, but the railroad's operating practices kept them on the road nearly 24 hours a day, leaving little to no time for preventative maintenance or breakdowns. Increasing traffic levels in the early 1970s compounded the problem, and by late 1973 the railroad had entered discussions with the Electro-Motive Division of General Motors centered around ordering a SD38-2 locomotive, which had succeeded the SD38 in EMD's catalog. EMD and McCloud River convened a conference on 7 January 1974 in which the builder provided the railroad with an "Opening Specification Supplement" for the proposed locomotive. McCloud president Sid Muma distributed the Specifications to the railroad's shop forces and enginemen for their review in late January. The railroad firmed up the order for the #39 shortly after these documents.
